He just pees on the floor. In the morning, I have to put him in the bathtub so he'll pee in the tub and not under the bed! I tried to crate him, and also leave him in a gated area, however, when i let him out and put him on the pad, he refuses to pee there and walks to the floor and pees there instead!

Have you tried putting a pee pad under him when you put him in the tub? My suggestion would be to confine him to a small area, like an ex-pen or a bathroom with a baby gate blocking the door, then cover the floor with pee pads. Gracie finally got to the point where she peed in just one spot, so now I don't use nearly as many pads. I'm thinking your baby needs to learn to associate the feel of the pads with peeing. Are you using specially treated pee pads? PetSmart sells some called Rapid Start. I used these with Gracie and she caught on right away.
