I agree with you 100%.
I think it depends on the child and how they have been taught to handle the dog. And always supervise them either way.
I do understand though how this is problematic when breeders are deciding on the best home for pups--they have no way of knowing how a child has been taught to act around small dogs. I can see where the better safe than sorry outlook is favored.
