I would talk to the parents also, to make sure that its okay with them if she has one, and also make sure the girl has money for vet bills, because anything can happen at anytime, and sometimes its a great deal of money.

When i was 17, i had 1 yorkie-pom, and a yorkie, and now i have another one at 21, and its even hard for me to sometimes pay her vet bills.

I would make sure shes responsible enough to take care of a puppy, and make sure she knows all the pros and CONS, before purchasing. Its alot of work taking care of a puppy, and you have to devote alot of time to them in the 1st months, for training, shots, and spays(if you get one)

But if she understands, and accepts everything she will have to do, and the time she will have to put into it, i would say yeah give her a chance.

You just have to make sure the pup will be taken care of in the event something happens, and shes unable to take care of the pup.
