wow. All I can say is that if he's that small - I wouldn't let anyone hold him unless I was right there - he easily could have been killed ....I sure hope he's going to be ok....Yorkies may be drama kings - but in your case - it wouldn't take much to hurt yours...The vet bills would be nothing compared to a serious injury that could have been avoided.
on the little girl - I agree with everything Jeanne said....I would take a child like that - sit her down, look her in the eye and tell her that won't fly with me - they understand way more than people think - but mom needs to get a grip on her child.
