There are some wonderful jackets out there...winter ones that'll keep your little one warmer than a sweater. Sweaters are good but they just don't cut the wind. Also, boots are a great idea to keep their feet from freezing.
Teddy Bear is small so I don't know if you'd want to bring him out when it's too cold....when Topher was small he didn't want much to do with the snow, even though he was bundled up like crazy....but he'd never seen it before and was quite afraid!
We have another YT'er here from Alaska...Alaskayorkie...and I'm sure he'd be helpful with this question as well.
