If you feel he doesn't need to see a vet, I would just watch him closely. If he broke something he wouldn't be acting okay. To me it sounds like he was almost knocked out - lethargic and the eyes half closing - so I would keep checking to make sure he stays alert and is acting normal. If he falls asleep, wake him up every 15 - 20 minutes for a while.

As for the niece, only allow her to do what you are comfortable with. Tell her this is your dog, your rules. She either obeys them and behaves or she isn't allowed to be with him. If she doesn't like it too bad, Teddy needs you to protect him and crying never hurt anyone.
