The first bad transaction, I purchased insurance, but the Seller didn't, item arrived broken. Had to file a claim with Paypal, they wanted the first $25.00 of the refund and wanted me to pay to ship the broken item back, anyway had I done so I would have been in the hole under $15.00 so I just let it go. You really aren't protected with Ebay, Paypal or even your credit card.
I don't know about ebay or Paypal, but I do work for a Division President at a bank. We get complaints sent to us every week from the state, so I see this stuff first hand. Your bank will protect you if you use your credit card and they'll reimburse you.
