I just had my second "bad purchase" with Ebay. The Seller offered local pickup only, but it only sold for .01 so he decided he wanted 45.00 in shipping and wouldn't allow pickup. He left neg. feedback on my account saying I was an idiot and tried to rip him off - he was a senile old man! Anyway, Ebay will do nothing about removing the feedback.

The first bad transaction, I purchased insurance, but the Seller didn't, item arrived broken. Had to file a claim with Paypal, they wanted the first $25.00 of the refund and wanted me to pay to ship the broken item back, anyway had I done so I would have been in the hole under $15.00 so I just let it go. You really aren't protected with Ebay, Paypal or even your credit card.
