I would rather peeka be unhappy for 4 minutes that he's on a leash, then for him to run off or worse. Just keep some treats with you, put on a long long long leash, and stay out there as long as necessary. Or you can go another route, and teach him to go on a puppy pad when it's wet and gross outside. Coco goes on a pad while she's at home by herself, but once I get home she goes outside. But on rainy days she doesn't go outside at all, so she just goes on the pad. Plus just remember Peeka is only 5 months, he is still young enough to train him any which way you want before he becomes tooooo set in his ways.
