I agree with Layla'sMomma. Indoors, use a flash. Then the only problem is making sure the autofocus is focused on the right spot. Some cameras have a little light that shines on the subject to help the focus. I usually press my shutter halfway down and lock in the focus, then wait until you get the expression you want before clicking the shutter the rest of the way.
You can do the same thing outdoors without the flash. Press the shutter halfway down to lock in the focus, then wait for the expression you want.
Oh, and use treats to bribe them to look at you! Good luck.
