I don't even believe these dogs come from Byb's. Most of them come from poor families, who can barely afford to feed their children, but someone gave them a puppy so how could they say NO. They are not the most intelligent people and they cannot afford to pay for the spay/neuter. But if it were free, they would probably get it done. They are just uneducated, irresponsible people and they leave the dog tied outside, or let it run, and the dogs do what dogs do.
Blame the politicians, not the people who run the shelters.
