First of all, best of luck to you on your search for a puppy for your mom. The price range you are looking for is not out of the question for an older dog or rescue but for a puppy, you can expect to pay more - even here in the south. Although my Gabby was not "cheap", she was not expensive either - I paid $500 for her. My first yorkie, who I purchased in the greater New Orleans area several year before, cost me over $600. The difference in price and years? Geographical location, and nothing more, is what I believe. Keep looking and I'm sure you'll find the right one you're looking for in your price range but just know you probably won't find it as a puppy unless you find one that's up for rescue adoption.
