I suggest a car seat that is securely attached with a tether to your baby's harness. Gracie and I have had several close calls. One time, I had her in her carrier sitting on the passenger seat. I slammed on the breaks and she and her carrier went flying, landing on the floor. The second time she was in her car seat with the tether attached to her harness. She got upset and wanted on my lap, crawled out of the car seat and almost hung herself to death. I did not have the tether adjusted to the correct length. The last time, she was in her car seat but I forgot to tether her. I slammed on the breaks and, you guessed it, she went flying. I don't plan on there being a fourth time. I have learned my lesson and so has she. Gracie is now well behaved and lays down in her car seat!.
