If she is saying 1.8 lbs. that is 1 and 8/10 of a lb. not 1 lb, 8 oz. It would actually make her about 1 lbs. 13 ozs. I have seen others use it as you did though. She may well mean 1 lb and 8 oz. instead of 1.8 lb.
