exactly.. and they usually only do the bare minimum required by law. They are trained to poop and pee in their cages, usually all by themselves so usually people have a hard time housetraining them. Not to mention the health problems that many eventually encounter. You also never know what you'll get since you don't see the parents. I ran into some people at the vet who thought they bought a yorkie from a petstore and it ended up being half yorkie half maltese. They were upset because they had paid a lot of $$ for the dog. At least they loved it and kept it though. Oh, and another lady I had met at a yorkie meetup bought a "yorkie" from a petstore and it ended up looking like a mix as well, when she tried to put the AKC paperwork through it didn't work and the petstore ended up closing down.
Good luck with your search. I'm glad you're working hard to find a good breeder. Just remember to meet the parents and look at where they keep the dogs. You usually find more brokers than anything else who usually sell for puppymills and get the dogs trucked in from other places. In a way, they can be the same thing as the petstores and are only out for $$, so be careful.
