I had the same problem for a while. I buy Natural Balance Beef rolls (looks like a sausage hanging in the store) and cut it up really small. It's all meat - don't think there's a dog that could deny it.
My dog won't eat biscuits - but I bought the small kong and the treats that go inside that - and he loves working on that thing.
