I read many of the other postings, but this is a bit different. The shaking and panting doesn't start after exercise or due to lack of water. Just out of the blue she'll start shaking mildly... then she'll begin panting... and then her tongue curls up and sticks out of her mouth and the episode gets more and more intense.
I took her to two different vets and they are not really sure... one vet thought she might have strained a muscle in her back and the episode was due to pain...???
All she's been doing is laying around. We throw her ball around and her toys (which she normally runs after and loves it), but now she does nothing. She'll play from time to time but eventually her episode will start... it will last for around 20minutes, then she'll fall asleep. This has been going on for 4 days, and I'm not really sure what to do.... can someone help???
Do you keep nutrical and give it to her when she starts doing this? I don't know if it could be low blood sugar, but I would try that and see if her behavior changes.

She's very young yet. Is she a nervous puppy? Has she been spayed yet? How much does she weigh?

Those symptoms could be a sign of pain (as your dr stated) or even an infection.

If nutrical doesn't change the behavior, I think, if it were me, I'd take her in for some blood tests to see if they can figure out what's going on.

Has she recently received any vaccinations?

Dr. Mike had this to say about the same symptoms of another terrier:

Terriers have some myopathy/tremoring type diseases and perhaps one of these is possible. Many other conditions seem possible as well. If this problem continues it does seem to me that it would be best if you took your dog to your vet.
