My Chihuahua has the tendency to mark a lot and I always had the hardest time to make the belly bands stay in place. He would always find a way to wiggle out of it or the velcro wouldn't hold...It drove me crazy!
The best belly bands for this problem are from Jodi at Chloe Bella. Her elastic bellybands stay in place perfectly and have extra wide velcro strip that don't lose their strenghts after repeated washings. I don't know what I would do without them!!!! I get the deluxe ones.
