Will your dog use a pee pad? If so, try putting him on it with the pad turned upside down so that he pees on the plastic. While he's peeing, try to slide an aluminum pie pan underneath him. If you don't get anything in the pie pan, you'll at least have whatever is on the plastic part of the pee pad. You can even take the pad outside if that's where he's used to going. It's better to get it mid-stream if what they want is a clean sample.

You can also try taping a cup to a yardstick or some other stick and try sliding it under him as he pees.
