I imagine it is mites. Do you notice her shaking her head at all? You can use some cotton balls and clean it the best you can till a vet sees her. You will probably notice it smells, in that case, it most likely ear mites. It isn't serious, just nerve racking for Chloe. Hope she gets some relief soon.
