I don't think it's ever too late. In fact, being able to use the pee pee pads will make it easier to train them to go outside because they're already used to "doing it" in a particular spot.

My sister had a bulldog that was over a year old and not at all housebroken. She found him a new home and they spent a lot of time with him(she was always busy with college and working). Anyway, after only a month or so he's now completely housebroken and rings a bell to go out.
