Default Yorkies size verses weight

I was wondering why AKC puts the weight stipulation on Yorkies. To be fair shouldn't it be by height and length. Im sure a tall yorkie that is really thin could be 7lbs and under while a small yorkie that is a little heavier could be over 7 lbs. AS it is AKC rule is that it "must not exceed 7 lbs." but they dont say over 1 lb or 2 etc. By them not stating a height then people can breed them as small as they can.
