It may just be his personality. He might not be a clingy dog. It's smart that since he's young she keeps him attached to her in the house. This helps a lot with potty training and establishing leadership. But my yorkie is clingy and I literally can't go to the bathroom without him coming in! So tell your sister to be careful what she wishes for!
