Yep, the pan is big compared to the pee pad so if they miss, the pan will catch it. the opposite end is all their bed/blankets/toys etc. which they tend to not pee on. If you were to use a clear shower curtain I would cut it big enough so that there is a little left outside the pen and the pen sits on top. OR, you could keep all the excess (not sure how big your pen is) - lay the shower curtain flat on the floor, set the pen on top in the center of the curtain and fold the excess of the curtain up over the sides of the pen (about 4" or so) nice and snug. You could secure it with cable ties or something. I think if it's good and snug and lays quite flat the puppy would be less likely to mess with it. this way you'll be sure that nothing will 'escape' off the curtain because of the sides being pulled up. Does this make sense? lol, I hope so. The pan works well for me, but I think if I had carpet I'd probably want the whole floor in their pen covered. It depends on your puppy - it may take some trial and error to find a method that works best for you both.
