She may have had a bad experience with a larger dog.
I would suggest getting her into puppy training classes so she has a chance to socialize with other dogs.
It's very important that she get over her fears, or they will turn into agression as she gets older. So the sooner you get her exposed to other dogs the better she will be.
I take mine to classes through our local kennel club, but many shelters and Petco and/or Petsmart offer them too. |
