My girl ears were fine when I first taped them for about two weeks at the age of 9 weeks. Then she started teething at 6 months and one day one went down and a few days later the second follow. I was worried cause I didn't wan't floppy ears so I re-taped and shaved and nothing they wouldn't go back up. I thought well I will just have to love her with floppy ears the same . Well it was cause she was teething and after that they perked up again and they've been up ever since. So with your pup you still have hope.
