To bad you are in Palm Springs! There is a grooming school here in the South Bay area. I know you are required if you work at a grooming shop. If you do it out of your home though I don't think you need a licences. Check with you city hall about getting a buisness lciences. They will be able to tell you what you need to get that off the ground. I did it for my party buisness. I travel and do parties for girls we are justdivas . com takes alot to start a buisness in the south bay area.
