It stinks, I agree, but at the same time, I don't agree with the rules themselves. For "us"--and by us I mean, those who control their disease-free, well behaved, non-dangerous dogs- it is unfortunate and crappy. But there are dog owners out there that are not like "us." People with larger breeds--Pits, Rots, etc, that DON'T properly car for their animals that are dangerous in the wrong situation. And people who don't put leashes on.
Unfortunately, there is no way to effectively regulate it and no way to draw the line.

I know that if I were in a park, with my child, dog, etc, and someone was there with a pit, that they couldn't control, etc...I would naturally be a little wary.
