I absolutely agree!! We fly with Toto all the time and her "ticket" says "Excess Baggage" and although I pay $85 each way, she is considered one of my carry-on bags and I am only allowed one bag for myself!! I have encountered some really nice attendants who allow, and sometimes even suggest, that I take her carrier out & put it on my lap to give her water but occasionally encounter some who are butts and won't even allow her to have water!! We have also flown with rude, obnoxious children that we would love to see "crammed" under the seat or, better still, put in cargo!! It just usually depends on the attendants and if they choose to "look the other way"!!
