Although Sissy goes outside just to do her business, she gets very cold very easily. I do use a coat for her and since she goes with me in the car frequently, she always has some kind of harness on to be strapped into her car seat.
She has a lovely quilted harness from Tiger's Mom and will soon also have a quilted denim one with faux fur from her, too. I can't speak for all pups, but Sissy does not like any kind of sleeve at all on her front or back legs. As long as it is a harness style, she is fine and loves to have these on.
If you are going to walk your pup regularly in the winter, I would look into some kind of little bootie (if they will keep them on). Lots of folks use these, too. Sissy wouldn't even let me get them on her feet!
