You could try keeping him confined to a smaller area with a hard surface floor. With just enough room for the litter box, his bed and his food, and only allow him out when you can keep a constant eye on him.

I started out by putting pee pads down where ever they pottied, soon they began to prefer just a few spots, so I removed the other pads. If they went back to one of those spots I sat their bed or toybox over the spot.

Then I gradually removed the pads one by one until they were down to one.

This was all in the kitchen, the rules changed as soon as they were out of the kitchen.

I recently installed a doggie door and they now use that when they are in the kitchen, I still have to have the pee pad in the living rodom when I let them in there in the evenngs. Hopefully they will get over that as they get older.
