Default Help...need Housebreaking Advice

Hi, am new to the forum and am having a really tough time with my new Yorkie. This is the first dog I have ever had difficulty with. He is 5 months old and weights 2lbs. 4 oz. The best guess by the vet is he will weigh in at 3 lbs. full grown if lucky. I brought him home from the breeder one week ago and he said the puppy was litter trained. The first two days he used the litter, and since then, he quit using it and is peeing everywhere. The vet told me to crate him with the pan at night so I did last night for the first time and he used it. Won't he get confused. This morning I knew he had to pee and kept him in the crate, but he didn't pee for 15 min. I took him out and he peed right in front of me. I have always crate trained my dogs and they go outside. I am unfamiliar with training this way . The vet says he can go outside but winter is coming and we live in central ny were there is significant snow and cold. I feel like a failure and don't want an unreliable pet. I don't want to confuse him by trying a bunch of different things but I am frustrated. Any ideas?
