For fever a tepid bath usually works when the Tylenol doesn't. The more I read this, I think you should be seeing another doctor - The fever makes me think she has an infection. Is she on antibiotics at least? The advice of waiting until she feels better than we'll do tests to see what is wrong, just doesn't sound right, especially with a baby.
