Default how do you breeders decide?

i have raised the sweetest baby girl. She is nine months old today and out of all of mine, she is the sweetest, playfulest of them all. We are really attached to her because of her cute little ways. For instance today during outside play time, we had a leash on Ceeby (cause he is wild and we can't catch him). he was running around crazy and she was chasing him trying to catch the leash and when she did catch it, it was the cutest thing. Then another time, she was chasing the pug and got hold of her tail and the pug was trying to get away but she had a firm grip. Then she got in trouble the other day for fighting kandy over food. (first time she ever did anything like this) and after I scolded her, she and Kandy were licking each other and kissing, making up. I am thinking she is not going to work in my breeding program and I probably need to let her go but I just can't. I know others of you have faced this when dogs don't meet your expectations for breeding. How do you do it? How do you decide? Does it bother you a lot to let them go. I cried for days that time I thought I was going to sell Silk and just couldn't go thru with it. But I also realize that I can't and shouldn't keep all these dogs. So how do you do it?
