Paper route, maybe? There's a 14 y.o. here that has an ad in the paper all the time offering to do any kind of yard work or odd jobs. If there are elderly people near you, you could offer to do things for them. If you live near a beautician, maybe you could clean up for her at the end of the day. Just some thoughts. As far as your brother, maybe you could just rent him out for awhile.
