I learned that often the tear ducts are clogged and that's why the tearing occurs. Your vet can open up those tear ducts but it is a surgical procedure so your dog would need to be put under anesthesia.
When I approached my vet she put some kind of yellow fluid into Simba's eyes (it obviously didn't hurt) and she said if we can see it coming out of the nose it means that they tear ducts aren't clogged. It didn't but when she performed the neuter it turned out that his tear ducts were so small (he was six month old) that she didn't attempt to unclog them. I may have it done when he has his teeth cleaned.
