It's not a dumb question at all paypal can be confusing. What are you going to use paypal for??? If it's for purchasing only then you can just set up a personal account and send payments to people i.e. YT donations. If you want it to receive payments from people then you set up at premier business account and they charge like $2-3 dollars when people send you money. Otherwise personal accounts are free.
