Every baby is different. Just like with people clothes, every brand is different with sizing. You might find one brand and buy the two smallest sizes, keep the tags on and then when you get the pup see which one fits. If the smaller one does, then keep the larger of the two to use later. If the larger one fits, return the smaller one. This is what I did with Gracie. I had several harnesses in several sizes and styles ready to go. At 8 weeks, my Gracie was already 2.3 lbs. At 3 months I know she is at least 3 lbs. You might consider buying an XXS or XS Puppia harness. It is the best I have found for these very little guys. Everything else either chokes them or allows them to escape. I did not try a step in harness, I should have. Be sure to check that the D rings are solid, not split. I think the velcro harnesses will be great for Gracie when she is older and no longer wants to try to escape her harness (and car seat) to sit on mom's lap while in the car. This is just my experience with Gracie.
