Shelley, there's not a whole lot you can do unless you offer to buy the dog from your neighbor and either give it a home yourself or find a home for it. I know it's hard to believe but technically it's not being abused for the reasons the SPCA quoted. They don't consider emotional neglect as abuse (probably because it's too hard to measure). There are many many large dogs in the same situation. I too have never agreed with people who buy a cute little puppy and enjoy it till it gets too big or fiesty, then don't bother to train the poor thing, and chain it outside where it spends the rest of it's life. Usually with little human contact.
Probably the best thing you can do is ask permission to bring treats to the dog and spend a little while playing with it every so often. I promise you the dog will remember you and love you for it. Good luck.
