I think sometimes this is the case, but not always. My parents love to keep my baby. They even ask me sometimes if she can come spend a few days with them, even if I'm not going anywhere or doing anything. THey just love her that much. But I wouldn't leave her with just anyone. But I also think that if someone agrees to care for your dog, they should do that. She didn't say he couldn't go out...and she probably would not have cared, had he just gone home first to feed and take the dog out. To completely ignore it is neglect. If he didn't want to take care of the dog, he should have said so before she left & she could have made other arrangements for it.
