I would try to make having the other pup around A Good Thing for the newer addition. When you are petting or grooming the other pup, toss treats to the naughty one - as long as she is behaving. Watch your timing. You want to start doing this before she starts acting aggressive at all. Stop the instant that she acts like she is getting bothered.
