Please call Animal Control, they will give him a warning and if more complaints come in then he may be fined. I had an unleased pitbull terrier
running around the land, I was not worried about my little ones as they are up on the deck, I was concerned with my horses, as he would get in the paddocks. My little ones do not leave the deck nor do they do stairs. However this pitbull could come up on my deck. Call you do not have to give them your name either.
