If there is a leash law in your area... you have every right to report it and get your city to enforce it!! The whole point of the law is to make the streets safer! And it sounds like its not working in your neck of the woods... So fix it!! Don't cower in the back yard! Take your neighborhood back!
You should be able to walk your dog whenever you want! Its silly that people can't follow the flippen rules and just end up making life hard for everyone around them. They are just asking for a fine if you ask me!!! See to it that they get one!!!
