I don't know anything about this in dogs but I do in humans. A stricture or narrowing, forms from the scar tissue following surgery. In humans, the stricture can be dilated or stretched to stay open properly. It usually requires a few dilations to get the proper result so that one can eat properly following. If left untreated, the food can't go down the way it should
