The raincoat really makes a difference. Sean also "tries" to run back to the house but I usually manage to get him to do something outside. I also carry an umbrella to cover him with. (I wear my raincoat with a hood so I don't need the umbrella.)

Winter isn't too bad when it's only snow. He wears his Fido Fleece and really enjoys the snow. I've thought about getting doggy boots but not sure if he'll keep them on. If it's a very wet snow, I'll put his raincoat (also from Fido Fleece) over his coat to keep him dryer.
