I have taken Nikko to stores and he has tried to lift his little leg. Usually I will catch him and tug on his harness and he stops but if he piddles I always clean up after him. I think those types of irresponsible dog owners, like the ones you saw at that Petsmart are the reason dogs aren't allowed in many places. They ruin things for the rest of us who take responsiblity for our pets.
