You can try buying a cat harness at petsmart or there are several people on here that can custom make harnesses and can make them really small for you. My yorkie is just barely under 3 lbs being full grown and when I first got her she was only 8 oz and I had to make harnesses for her becasue I couldnt find any. You definetly dont want to use a collar. My parents dog has trachea problems because my parents used to use a collar to walk him when he was young becasue they didnt know any better and he would always pull on it.
