Default Potty?

My boys go inside and out. I have a designated 3rd bedroom for the "potty room". I've never had any problem with them doing both. Just prepare yourself for some confusion if you have lots of rugs in your house. I've had to switch to dark,washable kitchen rugs because they sometimes have accidents. They know to "go outside, go potty", but they also use the potty pads because I work 9-10 hour days. I have wood floors so I don't know how it works if you have carpet. I make "hiking posts" for them, so they can hike their leg. They pee and poo both on the pads.
You may want to try an exercise pen instead of crate. I don't crate mine, so I'm no help there.
