My 8 1/2 month old Yorkie does the same thing! It drives the SO nuts!
I also read that you should completely ignore the dog but I've tried this and she just goes insane trying to get our attention.
She's outside/inside trained so I think now I'm going to just start immediately taking her outside (on our arrival home) and going from there. I don't know if this will work tho because I'm sure while trying to get the leash on... she'll pee.
