It has been raining out the past couple days and Lillie will NOT go potty out in the rain

She will touch the grass and go running for the house! So now she has been pottying on the kitchen floor, she will potty on her pee pad in her pen, but if I lay the pad on the kitchen floor she will not use it

Any suggestion?
